On the question of the legal definition of the state information system

Abstract

The article discusses the institution of state information systems as an important component of national information security system, analyzes the concept of the state information system as a basic element of this institution. The author demonstrates the legal problems arising from the ambiguous definition of state information systems. The author proposes to consider the certificate of conformity and the inclusion of the information system in the special register as constitutive features of the state information system.
